Duval County VAB Special Magistrate Application

Serve as a 2020 Value Adjustment Board (VAB) Special Magistrate 


Each year, the Duval County Property Appraiser assesses more than 370,000 parcels of property in Duval County. These property values typically determine the amount of ad valorem property taxes each taxpayer pays for that year. 

In the event a taxpayer disagrees with the Property Appraiser's assessed value for a parcel of property, the taxpayer is allowed by Florida law to negotiate a value adjustment with the Property Appraiser. [i] Many, if not most, taxpayer concerns are resolved in this way. 

If, however, those negotiations fail, the taxpayer may appeal the Property Appraiser's determination.  Such appeals are typically filed with the Value Adjustment Board ("VAB") [ii]. 

The VAB is created by Chapter 194, Florida Statutes; and it consists of two Jacksonville City Council Members, one member of the Duval County School Board and two appointed Citizen Members. The clerk of the governing body of the county (the  City Council Secretary in Duval's case) is the Clerk of the VAB. [iii] 

By statute, the Duval VAB appoints Special Magistrates (who are either private sector property appraisers or attorneys) to hear taxpayer appeals by holding evidentiary hearings. [iv] The Magistrates then make written recommendations to VAB on each disputed assessment. Special Magistrate written recommendations must  contain detailed findings of fact, conclusions of law and must provide reasons for VAB to uphold or overturn the Property Appraiser's assigned value for that specific case. [v] 

The rate to be  paid to 2020 Special Magistrates has not yet been determined; however, the 2019 hourly rate was $110.00.
